Boost problem, locked on 4564mhz

Hi, I've been trying to get this processor to work properly for a week now, but nothing's working. The BIOS is set to 45W, the factory thermal paste has been replaced with Honeywell PTM7950, there's no throttling, and the frequencies that are stated are not there either. I think its bios problem.

The manufacturer's stated frequencies are inaccurate. For example, the 780M doesn't boost above 2163 MHz, which is 500 MHz lower than stated and significantly reduces performance. The processor cores also have a maximum boost of 4564 MHz instead of 4900 MHz. How can this be fixed?
I also noticed that when the CPU load is higher , the CPU EDC Limit is higher than 200%, which means the processor doesn't have enough power.
